There is no downloadable dictionary on the web as far as I know but you can use Yulghun Online Dictionary if you want.

Thank you so much. The problem is I don't have the software to write the Arabic script of Uyghur. Even if I got one, I am not sure how long it will take to learn the input system. But anyway, I really appriciate your help. Maybe I should try to buy a book.
